Are 6 years old or above, and hold a valid Temporary Residence Card (TRC) or Permanent Residence Card,
Are residents in Vietnam with legal status and registered domicile,
Are willing to undergo biometric verification (i.e. face scan and fingerprint capture) via in-person submission
